Clear Alleys Program (CAP)

The Clear Alleys Program (CAP) replaces dumpsters with a daily bag pickup service, creating cleaner, safer alleys and making room for the public. With CAP you pay by the bag, which means you only pay for what you throw away.

CAP History: Meeting urban
challenges with innovation

Founded in 1997, CleanScapes developed and piloted the innovative Dumpster Free Alley program (DFA) to improve safety in the Pioneer Square district. CleanScapes DFA customers removed dumpsters from alleys, replacing them with our daily bag pickup service. Instead of overflowing dumpsters providing cover for criminal activity, Pioneer Square alleys were returned to their intended pedestrian and utilitarian uses. The DFA pay by the bag system helped smart customers reduce waste and cut costs. The success of DFA has inspired the City’s new Clear Alleys Program.
